Feingold said the second major topic of Wisconsin audiences in the past couple of years has been "the enormous loss of jobs in this state, especially in manufacturing. We are second only to Indiana for our reliance on manufacturing." He reminded the audience he voted against NAFTA, GATT and most favored nation status for China. "I didn't think they were good deals, thought they were biased towards the large corporations that would have been more likely to move overseas. "But I can't say, 'I told you so,' because I never thought it would be this bad," said the member of the senate's Foreign Relations Committee. He vowed to support strengthening the Buy American Act, governing government purchases.
