Feingold Seeks to Open Conservation Program to All Farmers

The Wisconsin Agricultural Connection has an article online:
U.S. Senator Russ Feingold is urging federal agriculture officials to reconsider a proposed rule for the Conservation Security Program in order to benefit more producers. The Middleton Democrat says CSP was set up as part of the 2002 farm bill, and under the program, funds were to be available to farmers for conservation practices.
"Unfortunately, most of these benefits from CSP would be lost under the USDA's proposed rule because it creates a program that is unworkable for the vast majority of the nation's farmers and ranchers," Feingold said. "The proposed rule limits eligibility to only a few producers and drastically reduces payments compared to the CSP enacted in the 2002 farm bill."
