Russ Feingold's Submitted Statement to the International Trade Commission Hearing

Senator Russ Feingold released a statement on 3/30/04:
I am pleased that the U.S. International Trade Commission (ITC) is investigating the effects of adopting a bilateral free trade agreement (FTA) with Australia. I hope that my comments will bring to light some of the flaws in this proposal, illustrating the negative impact that the agreement would have on Wisconsin's dairy industry, were it to be enacted.

The U.S.-Australian FTA proposes to increase quota access to the U.S. market for Australia's dairy producers, and for many products this access will be duty-free. Australian dairy products that have been granted increased access include cream, butter, non-fat dried and skim milk powders, ice cream, condensed milk, Cheddar cheese, American cheese, Swiss-type cheeses, European-type cheeses, and Goya cheese. The U.S. Trade Representative has estimated that this expansion of the quota will result in additional imports of over $40 million in the first year alone. Over the life of the agreement, access to U.S. markets for these Australian dairy products will increase anywhere from 60% to 154% beyond the first year. This is a significant expansion and is likely to lead to a surge in dairy products entering the U.S.
